Corporate Services is responsible for the financial management of our organisation. They provide a range of services including:
- developing and managing financial plans, strategies, policies and systems
- coordinating annual business planning
- coordinating corporate quality management
- developing and maintaining records management policies and procedures
- managing authorisations and delegations
- coordinating risk management and business continuity planning activities
- auditing external providers of registration and licensing services.
There are seven main functions of this division.
The Financial Systems Support team:
- supports the accounting system and related systems
- develops and customises reports
- manages corporate system processes
- monitors system processes and data
- develops financial systems to address developments and changing needs.
The Corporate Accounting team provides financial support services and manages VicRoads taxation and statutory reporting obligations. They are responsible for:
- corporate supply, purchasing and banking contracts
- accounts payable
- payroll
- processing and banking receipts
- dishonoured cheques and related debt collection
- managing the corporate insurance program and processing insurance claims
- coordinating the corporate risk management plan
- preparing annual financial statements
- taxation.
Risk Management:
- develops and maintains our Risk Management Framework of polices, procedures and guidelines
- ensures that monitoring and reporting requirements are met
- coordinates risk management and business continuity activities
- manages our comprehensive insurance portfolio and all insurance claims
- manages our internal audit function.
The Management Accounting team is responsible for:
- corporate budget management
- corporate cash flow management
- valuation and depreciation of the road network
- debt collection of problem debts and managing the debt collection contract
- coordinating monthly, quarterly and annual reports.
This group audits external service providers participating in the following VicRoads programs:
- Dealer Certification Scheme
- Licensed Vehicle Testers
- Vehicle Identity Validation
- Vehicle Assessment Signatory Scheme
- Accredited Heavy Vehicle & Motorcycle Training Providers
- Authorised VicRoads Agencies
- Major Registration and Licensing Service Contracts
- Alcohol Interlock Device Contract
The compliance group ensures that external service providers meet their legislative, contractual and operating requirements.
The Financial Planning group:
- develops financial targets, policies and guidelines for business area planning
- ensures appropriate funding is available to meet program expenditure
- coordinates the development of annual financial budgets
- coordinates the development of 3 year financial forecasts
- implements process improvements to assist with financial planning activities.
Business Services was a product of the most recent organisational restructure and brought together a diverse range of businesses from across VicRoads. These include:
- records management & mail services
- authorisations & delegations
- business area planning
Mark Dale
Mark joined VicRoads as Director of Finance in 2004. He is responsible for all aspects of VicRoads financial functions, risk management and corporate business services.
Mark has extensive public sector experience in financial policy development and management, business planning, change management and general administration. He has a Bachelor of Business Studies and a Graduate Diploma in Accounting and Finance. Mark is also a Fellow of the Australian Society of Certified Practising Accountants.
