What we do
Network and Asset Planning develops policy recommendations, program strategies and an annual program of works to:

  • improve Victoria’s arterial road network to manage congestion, promote sustainable transport modes and maintain accessibility for all Victorians
  • maintain an expanding and diverse range of road related assets

 

Our structure
There are three business areas in this division.


Network Improvements

Network Improvements aims to operate the road network in a way that helps people and freight travel safely and efficiently. Their improvement programs encourage sustainable transport options such as public transport, cycling and walking. 

Network Improvements provide advice on provisions for buses, trams, bicycles, pedestrians, motorcycles and commercial vehicles across VicRoads programs.


Asset Management
Asset Management looks after the overall management and maintenance of Victoria’s arterial roads and freeways. They work in consultation with stakeholders including local, state and federal government departments. They are also responsible for:

  • approving road and traffic standards
  • preparing asset related strategies.


Network Planning & Policy

Network Planning and Policy is responsible for developing network policies, long term network strategies and programs that meet the future travel needs of Victorians. Network Planning and Policy also:

  • build, run and interpret complex models of Victoria to help with the planning and design of major infrastructure projects
  • provide advice on how, when and where infrastructure providers (power, water etc) can work within the road reserve.


Executive Director


Robert Freemantle
Robert is responsible for:

  • long-term network planning
  • managing road assets to ensure they meet required standards
  • developing programs that manage congestion, provide for efficient movement of all road users and contribute to economic growth.

Robert has worked for many years at VicRoads, previously as a regional director. He has also received awards for his outstanding contribution to the Victorian public service.
