The Road Safety and Network Access (RSNA) Division develops policy recommendations, program strategies and the annual program of works to:
- reduce road trauma
- provide registration and licensing services in an effective, efficient and secure manner
- manage regulatory reforms to improve on-road freight productivity.
There are three business areas in this division: Safer roads, Road user safety and Vehicle management and safety.
The Safer Roads group:
- manages, coordinates, monitors and evaluates road safety infrastructure programs
- coordinates responses to parliamentary road safety enquiries and coronial enquiries
- manages speed initiatives
- coordinates the development and implementation of Victoria's road safety strategy
- manages crash information systems
- provides accurate data to key internal and external stakeholders
- develops and implements effective community road safety programs
- engages and works with local government, RoadSafe Community Road Safety Councils, and the community to increase their capacity to address local road safety issues.
Road User Safety develops initiatives to change and influence human behaviour to prevent road trauma.
The key focus areas are:
- road user behaviour
- vulnerable road users (pedestrians, cyclists and motorcyclists)
- drugs, fatigue and alcohol
- driver licensing policy.
Vehicle Management and Safety section is responsible for:
- developing and implementing vehicle safety initiatives
- commercial vehicle policy
- commercial vehicle permit policy
- heavy vehicle regulatory reform
- freight industry liaison
- secretariat support to the Victorian Road Freight Advisory Council
- road freight and logistics information and advice
- freight access improvement projects
- tow truck allocations system.
