Property Services defines, acquires, operates, manages and disposes of properties to allow VicRoads to deliver its services and meet its statutory obligations.
VicRoads is responsible for providing a safe and efficient road transport system in Victoria. Often it is necessary to acquire land to upgrade existing roads or to construct new ones. The Road Management Act 2004 authorises VicRoads to compulsorily acquire land and pay compensation in accordance with the provisions of the Land Acquisition and Compensation Act 1986. Property acquisition involves the purchase of land acquired for a project either by negotiated purchase or through the compulsory acquisition process in accordance with the Land Acquisition and Compensation Act 1986.

Property Services is responsible for the effective management of VicRoads’ total portfolio across the state which comprises of properties which VicRoads operates from and properties required for road purposes.
VicRoads operates from both owned and leased premises. Property Services negotiates and manages the leases for these properties and is responsible for provision of safe, functional and efficient facilities for VicRoads customers and staff.
Properties that are not required for road purposes in short term are leased to the public on a commercial basis and market rental applies. This is carried out through contracts with real estate agents who act on behalf of VicRoads. Properties which are not able to be leased, are also managed and maintained by the relevant real estate agent.
When properties are no longer required by VicRoads, these properties are offered for sale to other government departments and the public. As required by Government policy, all properties are sold at market value as assessed by the Valuer-General.
There are a number of reasons why properties are made available for sale. Some properties acquired for road or other projects may become surplus to requirements at the completion of the construction process. Others are available for sale due to property rationalisations, operational properties such as depots and offices no longer being required or the deletion of redundant road reservations.
