CrashStats

Welcome to the Internet edition of CrashStats, the Victorian accident statistics and mapping program. Any comments you have on CrashStats are welcome and can be emailed to crashstats_support@roads.vic.gov.au. If you have specific problems running the application please also email these to the above address.

NOTE: The "completeness" (currency) of the data has changed significantly within CrashStats. Please refer to the 'Completeness of Data' and 'Statistical Analysis' sections under the Terms of Access for CrashStats.

Terms of Access for CrashStats
CrashStats is provided to users by VicRoads for the purpose of supplying information about road crashes in Victoria. This road safety initiative is for educational purposes and allows users to better understand some of the key issues about road crashes.

Permission to access CrashStats is conditional upon your agreement to VicRoads terms as set out below.

A reference to "you" in these terms includes your organisation, its employees, agents and sub-contractors. Acceptance of these terms shall bind you, your organisation and all of its employees, agents and sub-contractors. If you do not have the authority to bind your organisation in this way, please click on the "I decline" button at the end of these terms. A reference in these terms to "CrashStats" includes any information or updates relating to CrashStats which may be provided by VicRoads however delivered.

By clicking on the "I ACCEPT..." link at the end of these terms, you accept the terms for the use of the crashstats and agree to be bound by the. If you do not want to accept those terms, please click on the "I DO NOT ACCEPT..." link at the end of these terms which will return you to the VicRoads homepage.

Definitions
1. In this Agreement:

“ Protected information ” means information of the type referred to in s92(2)(a) of the Road SafteySafety Act 1986, personal information for the purposes of the Information Privacy Act 2000 or health information for the purposes of Health Records Act 2001.

Licence
2. VicRoads grants you a non-exclusive licence to use CrashStats in accordance with the terms of this agreement.

Permitted Uses of CrashStats
3. You may use, copy, reproduce, translate, vary, modify or make available to other persons information contained in CrashStats (except protected information) provided that:

3.1 you only do so for a purpose that is reasonably related to the purpose for which CrashStats has been provided to you; and

3.2 unless it is impracticable to do so, you acknowledge that the source of the information is CrashStats, which is owned by VicRoads.

Licensee's Obligations
4. You hereby accept the following obligations:

4.1 except to the extent expressly permitted by this Agreement, to not copy, reproduce, translate, adapt, vary or modify CrashStats;

4.2 to not reverse engineer, decompile, or disassemble CrashStats;

4.3 to supervise and control the use of CrashStats in accordance with the terms of this agreement;

4.4 to ensure all your employees, agents and sub-contractors are made aware of and comply with the terms of this Agreement;

4.5 except to the extent expressly permitted by this Agreement, to not make available CrashStats in any form to any person; and

4.6 unless it is impracticable to do so, to acknowledge that VicRoads provided the information contained in CrashStats.

Licensee's Acknowledgment and Further Obligations
5. You acknowledge that:

5.1 in using CrashStats you may be using or have disclosed to you Protected Information and that the Road Safety Act 1986, Information Privacy Act 2000 and Health Records Act 2001, prohibits use or disclosure of protected information, except in accordance with those Acts;

5.2 CrashStats cannot be guaranteed error free and that the existence of any such errors shall not constitute a breach of these terms;

5.3 you will not rely on the contents of any material within or any material produced by CrashStats without first obtaining independent advice from an appropriately qualified professional person; and

5.4 VicRoads is not responsible for the results of any actions taken by you on the basis of material within or any material produced by CrashStats, nor for any error or omission in the material contained within or produced by CrashStats.

Warranty
6. You warrant to VicRoads that:

6.1 you have the authority to bind your organisation, its employees, agents and sub-contractors to these terms; and

6.2 you require CrashStats, and any Protected Information contained in CrashStats, for purposes connected with the administration of the Road Safety Act 1986 and for statistical or research purposes.

Use and Disclosure of Protected Information
7. You agree that:

7.1 you will not use the protected information, or allow the protected information to be used, for any purpose other than a purpose referred to in clause 6.2; and

7.2 you will not publish statistics or research derived from CrashStats in a form that identifies a particular individual.

Limitation of VicRoads' Liability
8. Subject to any rights or remedies available under the Trade Practices Act 1974 or any other statute, VicRoads shall not be liable for any loss or damage, including consequential loss, suffered by reason of the performance of its obligations under these terms.

Copyright
9. Copyright laws and international treaty provisions protect CrashStats. You acknowledge that all title and copyright in and to CrashStats (including, but not limited to images, photographs, animations, video, audio, text incorporated into CrashStats) are owned by VicRoads or the State of Victoria. You will not permit any act which infringes the copyright in CrashStats.

Indemnity
10. You hereby agree to continually indemnify VicRoads against all losses, liabilities, claims or expenses, including loss of profits, incurred by VicRoads as a result of a breach by you of any of these terms.

Termination
11. Without limiting the generality of any other of these terms, VicRoads may terminate your access to CrashStats immediately if you breach any Clause of this Agreement. If VicRoads does so, you must return any copies of CrashStats to VicRoads.

Assignment
12. You must not deal with the benefit of this Agreement in any way (whether by assignment, sub-licensing or otherwise), without VicRoads' prior written consent, which consent may be given at VicRoads' sole discretion.

Severance
13. Each of these terms is severable from the others and no severance of a term affects any other term.

Waiver
14. Failure or neglect by VicRoads to enforce at any time any of these terms will not be construed or deemed to be a waiver of VicRoads' rights under these terms.

Governing Law
15. These terms are governed by and construed according to the law of the state of Victoria and you submit to the non-exclusive jurisdiction of its courts.

Completeness of Data
16. In December 2005, Victoria Police implemented a new application called the Traffic Incident System. TIS is used to record details of road crashes and is the source of the data that is available in CrashStats.

When a crash record is processed within TIS, it is assigned a unique status such as "Draft" or " Ready for Review" or "Approved". An "Approved" incident means that the record has been finalised and is ready for coding and analysis by VicRoads. VicRoads can only process "Approved" incidents and these records are subsequently loaded into CrashStats.

Unfortunately, not all incidents are available within CrashStats. ie. The data is "incomplete". Various reasons for this include:

  • an incident has not yet been approved by Victoria Police, perhaps due to ongoing investigation and/or prosecution via the courts.
  • an incident has been approved but cannot be processed by VicRoads, due to incorrect and/or missing information.
  • the incident record has been returned to Victoria Police for amendment.


(a) For 2007, approximately 0.3% of incidents have not yet been provided to VicRoads.
(b) For 2008, approximately 0.4% of incidents have not yet been provided to VicRoads.
(c) For January-March 2009, approximately 0.9% of incidents have not yet been provided to VicRoads.

Statistical Analysis
17. Victoria Police is responsible for collecting details of all injury crashes on Victoria's roads.

In December 2005, a new data collection process and system was introduced by the Police. As a result, a discontinuity in the data series has occurred. Non-fatal data from 2006 onwards should not be compared to previous years' data when undertaking time-series trend analysis, due to the discontinuity in the data series. It is still valid, however, to use post-2005 data to look at the aggregate 5-year values for problem identification and analysis.

Latest Information (updated 18/09/2009)

The crash and image data has been updated to March 31, 2009. For RESTRICTED CrashStats users, the police image data has also been updated to March 31, 2009.

The next update is scheduled for March/April 2010, when the information will be refreshed to December 31, 2009.
