VicRoads supports the use of the road network for special purposes, including filming and still photography, as long as it is carried out safely and with minimal impact on other road users.
Filming on any road requires a permit from the relevant road authority. VicRoads is responsible for the management of all major roads and freeways in Victoria (except tollways). If you wish to film on a major road you will need to apply for a permit from VicRoads.
Filming on local roads requires approval from the relevant council. However, if there will be potential significant impact on traffic, a specialist filming vehicle or modified vehicle will be used, or an exemption from the road rules is required, the request must also be sent to VicRoads. VicRoads will then need to provide approval for conditional registration and/or a Memorandum of Authorisation before filming takes place.
Generally speaking, all on-road filming must be referred to Victoria Police for approval if it is likely to have an impact on traffic or involves a modified or specialised filming vehicle. Victoria Police must be notified before sending a filming request to VicRoads.
VicRoads requires a minimum of 7-10 business days’ notice to process a filming application. We understand that sometimes a schedule may change due to unforeseen circumstances. We will always try to accommodate your request, however in some situations this may not be possible.
Applications can only be processed once we have all the correct information. To ensure you receive your permit in time, it is important that you help us by getting in contact and providing all the necessary details and documents as soon as possible. Filming can not take place until all the necessary permits have been provided.
In extraordinary circumstances (such as an emergency), VicRoads reserves the right to withdraw approval to film at any time.
