You can surrender (cancel) a Victorian licence or learner permit if:
To be eligible for a refund, there must be at least one month remaining on the licence.
All licences are eligible for a refund. No refund is available for cancelling a learner permit.
You can cancel and apply for a refund at the same time, in person or by post.
You or someone you authorise can visit a VicRoads Customer Service Centre, fill out the Refunds form (PDF), and hand in the plastic licence.
You or an authorised person can post the completed Refunds form (PDF) and plastic licence to:

We’ll need an original or certified copy of all your documents. We won’t be able to return these documents.
We’ll post your refund cheque to your postal address within 4 to 6 weeks.
There may be a processing fee, which we’ll deduct from the final amount. In cases where the refund is less than the processing fee, we can’t issue a refund.
If you have a digital driver licence you can keep using it to prove your identity or age, for up to two years after it expires, is suspended or gets cancelled.
