What can I do if I’ve been the victim of identity theft?
If your driver licence or learner permit is stolen, you should report it to Victoria Police as soon as possible.
If your identity has been stolen, VicRoads may consider changing your driver licence or learner permit number.
A new driver licence or learner permit number may help to protect you from future fraudulent activity. However, it may not stop criminals from using your number. VicRoads is also unable to prevent other organisations from accepting your previous licence information.

How to change your licence or learner permit number

Step 1: Check if you qualify for a number change
You can only apply for a new driver licence or learner permit number if:
- your identity has been stolen and there is evidence of fraudulent use of your driver licence, permit number or your unique security card number, or
- your request to change your driver licence or permit number relates to a domestic violence situation.
Unless there has been evidence of fraudulent use, you cannot change your number if your licence or permit has been:
- lost
- destroyed
- involved in a data breach.
Instead, you’ll need to order a replacement card. This card will include a new unique security card number that helps protect your identity. This will automatically provide you additional protection through the Document Verification Service (DVS).

Step 2: How to apply and what documents you’ll need
To apply for a new driver licence or learner permit number, you’ll need to provide certain supporting documents. These can be either:
Option 1: Requires one of the following documents relevant to your circumstances:
- a Commonwealth Victim’s Certificate
- a Court extract.
Option 2: Requires all the following documents:
- a Statutory Declaration
- a letter on company letterhead from the relevant service provider that confirms fraudulent use of the licence, permit number and/or unique card number
- a Victoria Police Incident Report (VP FORM L1) indicating the person is a victim of fraudulent activity involving their licence or permit, resulting in financial disadvantage. For example, the offender is in possession of and is using the victim's personal information for financial gain by deception.
All applications must include:
- a clear description of the circumstances and reason for the request for a new driver licence or learner permit number
- all the required supporting evidence/documents
- the driver licence or learner permit holder’s contact details.
