Licence or permit holder
If VicRoads has a record of a person, that person may apply for information. This person may be:
- a driver licence or learner permit holder
- a person who has never held a licence or permit but has a driving record (e.g. driving offences recorded) in Victoria
- a person who has an expired, cancelled, suspended, disqualified or surrendered licence / learner permit.
VicRoads requires the applicant to prove they are the same person who the information is about. If VicRoads is not satisfied of the identity of the applicant, VicRoads may refuse the disclosure of information. That person must provide both:
- name recorded on VicRoads Driver Licensing System, and
- driver licence/learner permit number or VicRoads customer number.
Information which is requested by phone will be:
- emailed to myVicRoads account holders, or
- posted to the record holder’s address as recorded with VicRoads.
VicRoads may provide limited information verbally.
Please note: VicRoads will not release a licence number or customer ID over the phone. Please attend a VicRoads Customer Service Centre for this. We also cannot provide an agent with information over the phone.
VicRoads requires the applicant to prove they are the same person who the information is about. VicRoads will disclose information only if the applicant can provide both:
- evidence of identity, and
- record search application form (PDF) appropriately completed.
If satisfactory evidence of identity cannot be provided, the person may be asked by VicRoads for other information to assist in identifying the person.
An agent is someone who has written consent from another person to access their personal information. VicRoads may release personal information to an agent if they have written consent from the person who the information is about. An agent must also provide proof of their own identity.
This written consent must detail the nature and type of specific information to be released and include:
- name and address recorded with VicRoads (all applicants)
- date of birth (all applicants)
- licence / permit number (if current licence holder) or description of a driving offence (if a non-licence holder) (licence information applicants)
- registration number (vehicle information applicants), and
- make and body type (vehicle information applicants).
Agents can submit a completed Consent to release information from VicRoads (PDF) form at a VicRoads Customer Service Centre.
Registered vehicle or vessel operators
If VicRoads has a record of a person or company, the person or company to whom the record relates may apply for it. Such persons or companies may include:
- registered operators, or
- a person or company who has previously had a vehicle registered and it has been transferred or cancelled.
All requests for information relating to information on marine vessels must be forwarded by mail to VicRoads Licence and Registration Services.
VicRoads requires the applicant to prove they are the person who the information is about. The applicant must provide:
- name, address and vehicle make and type recorded on VicRoads Vehicle Registration Identification System (VRIS), and
- registration number (if currently registered) or the engine, chassis number/VIN (if unregistered).
Information requests made by phone will be:
- emailed to myVicRoads account holders, or
- posted to the record holder’s address as recorded with VicRoads.
Limited information may be provided verbally by phone where there is no fee involved.
An agent for a company cannot request information by telephone. Their authority must be written.
VicRoads requires the applicant to prove they are the person, or represent the company, who the information is about. The applicant must provide:
- evidence of identity
- authority to get the information* (in the case of a corporation)
- record search application form (PDF) appropriately completed.
VicRoads will require evidence of identity to obtain information at the counter.
*Authorisation in writing on company letterhead signed by a director or officer of the company.

Power of Attorney, Guardianship and Administrator
If someone has a Power of Attorney (POA) for another individual, they can access information about that person from VicRoads, as if they were that person themselves.
This request must be made in person, at a VicRoads Customer Service Centre.
The person holding a Power of Attorney may sign in his/her own name any document with the effect of the signature of the donor of the Power of Attorney including to 'expressly authorise in writing' a third party to act on his/her behalf.
VicRoads must sight the original (or a certified copy*) document proving that the person holds a Power of Attorney in order to release information on this basis. We’ll also need to verify the identity of the person holding Power of Attorney.
*Certified copies: A certified copy is a copy of an original document that has been verified by an authorised person. Examples of an authorised person includes:
- a legal practitioner (such as a lawyer), barrister, justice of the peace
- a police officer
- a registered medical practitioner (like a doctor), pharmacist
- a person who is authorised by law to take affidavits or statutory declarations (such as a notary public).
