What is a rally vehicle?
Rally vehicles are unregistered vehicles identified by a rally permit number plate.
If you want to participate in a rally organised by a national motorsport organisation, you’ll need to apply for a rally permit. Each permit is valid for 12 months.
The Department of Transport and Planning regulates rally permit eligibility and conditions.
Steps to apply for a rally permit

Step 1: Check if you’re eligible
To apply, you must:
- be a member of a car club affiliated with Motorsport Australia
- hold one of the following:
- a national rally licence (or a higher-level competition licence)
- an international rally licence
- an alternative competition licence approved by VicRoads.

Step 2: Get approval from Motorsport Australia
Before you submit your application to VicRoads, you first need approval by Motorsport Australia. Reach out to them directly for approval.

Step 3: Prepare your paperwork
Before you apply, you’ll need to organise the following:
- completed Rally permit application form (PDF)
- your Victorian driver licence (photocopy)
- approved competition licence (photocopy)
- VicRoads approved vehicle logbook (photocopy of vehicle details page)
- a signed scrutineers form from a VicRoads approved national motorsport association
- an approved national motorsport association eligibility form
- payment of the rally permit fee.
