What types of vehicles are eligible
A vehicle might be eligible for a 100% discount* on the registration fee if it’s either:
- modified to be driven by a person who uses a wheelchair
- modified to transport people who use wheelchairs or who has profoundly impaired mobility
- designed solely to transport a person with profound injuries or disabilities.
How to apply
If your vehicle and how you use it meet the criteria listed on this page, make sure to let us know when you register the vehicle. That way, we can apply the appropriate discount to your registration. We may ask you to provide some evidence.
Self-driven wheelchair vehicles
The discount applies to vehicles that meet all of these criteria:
- the registered operator uses a wheelchair
- the vehicle has been modified to be driven by a wheelchair user
- the vehicle has been significantly modified to be driven by a wheelchair user where a VASS approval certificate is needed
- the VASS approval certificate specifies that the modifications allow the vehicle to be driven by a wheelchair user. Other modifications requiring a VASS may include hand controls for accelerator and brakes, seating changes and hoists.
Vehicles modified to transport people who use wheelchairs
To be eligible for this discount, the vehicle needs to be:
- modified so that people who use wheelchairs can enter and leave the vehicle
- able to carry a person while they are in their wheelchair
- registered in the name of the person using a wheelchair**.
Vehicles designed solely to transport people who have profoundly impaired mobility
To be eligible for this discount, the vehicle needs to be:
- designed solely for the transporting of one person whose mobility is seriously impaired
- registered in the name of the incapacitated person
- not used to convey any other person.
Stamp duty (motor vehicle duty)
You might also be eligible for stamp duty exemption.

Pensioners
If you're eligible for one of these concessions and have an eligible Centrelink pension card, you can claim both concessions at once.
That means you'll get:
- a 100% discount on the registration fee
- a reduced payable TAC fee.
*Motor vehicle duty and annual TAC fees still apply.
**In the case of a minor, the vehicle can be registered to their parent or other relative, guardian or carer.
